in many reapplicant threads, people seem to say that adcoms want to see how you've improved yourself between applications, so i think it is important to address the issue that you did apply in the past and here you are again. if you submit information that is similar to your first application (grades, ECs, PS, LORs), they'll wonder how this application (the papers that represent you to them) is.

I wouldn't recommend mentioning that you are a reapplicant: just make sure that you are using your gap year well. You can talk about plans for the future in your PS (i.e. I plan to work as a.). Also, as you are a reapplicant, some medical schools don't allow you to apply twice so double check so you don't waste a place on your UCAS form.
I've heard both sides - mention how you've improved yourself as a reapplicant, mention that you're a reapplican, blah blah blah. The other side: Schools will know you're a reapplicant, don't waste precious time in your very-limited PS to talk about it. They will know. I have an idea of what what personal stories I want to nix, and what personal story I want to add that will add a more emotional reason for.
